Adams predicts that the influx of migrants will lead to overcrowding in shelters, the housing of women and children with single men, and potential threats to public safety. He argues that President Biden must take action to control the border, including implementing a "stay in place" order for migrants in Mexico until they are allowed entry legally.

Adams emphasizes the scale of the crisis, stating that the fiscal disaster could cost the city a staggering $12 billion over the next three years.
