Democrat Brian Higgins to Depart Congress Early, Citing GOP Dysfunction

U.S. Representative Brian Higgins, a Democrat from New York, announced on Sunday that he will be leaving Congress in February, citing frustration with the dysfunction in Washington. At a news conference held at the Buffalo History Museum, Higgins, who has served 19 years in the House, expressed his belief that it is time for a change. He plans to step down during the first week of February.

During his announcement, Higgins emphasized that Congress is not the same institution he joined nearly two decades ago. He stated, "We're spending more time doing less. And the American people aren't being served." The dysfunction and chaos that have gripped the chamber have played a significant role in his decision to leave. Higgins attributed this dysfunction to Republicans seeking public attention and viral moments through aggressive floor speeches and controversial legislative amendments. He criticized the current House leadership for their failure to develop a strategy and identify their goals.

Higgins' departure will trigger a special election in New York's heavily Democratic 26th Congressional District, which includes parts of Erie and Niagara counties, including the cities of Buffalo and Niagara Falls. Under New York law, Governor Kathy Hochul will be responsible for calling the special election. Higgins' resignation opens up a seat that he has held for ten terms, and potential candidates, including State Senator Tim Kennedy, a Democrat from Buffalo, are already being considered.

During his time in Congress, Higgins has been widely recognized for his efforts to revitalize Buffalo's waterfront. He negotiated funding from the New York Power Authority in 2005, which was crucial in kickstarting the waterfront redevelopment. As co-chair of the Northern Border Caucus and Bipartisan Cancer Caucus, as well as a member of the Great Lakes Task Force, Higgins has been instrumental in advocating for issues important to his constituents.

In response to his decision to retire, State Senator Kennedy praised Higgins for his strategic and innovative work as a public servant who always prioritized helping people. Other officials, including Governor Hochul, also expressed their gratitude and highlighted the positive impact Higgins has had on his district and the region.

While rumors circulated that Higgins was a potential candidate for the presidency of Buffalo State University, he clarified that he had not made a decision yet. However, Governor Hochul suggested in a social media post that Higgins may be considered for the position of president at Shea's Performing Arts Center in Buffalo.

Higgins' departure adds to the growing list of incumbent members of Congress who have announced their decision not to seek re-election. This trend reflects a shift in the political landscape, with a significant number of retirements and potential retirements taking place in recent months. Senator Joe Manchin of West Virginia is among those who have declared they will not run for re-election.

As the political landscape continues to evolve, the focus now turns to the upcoming special election in the 26th Congressional District, which will determine Higgins' successor.
