Belmont University student fatally shot by stray bullet in local park

A tragic incident unfolded near Belmont University campus in Nashville, Tennessee, when a college student from New Jersey was hit by a stray bullet and later succumbed to her injuries. The victim, identified as 18-year-old Jillian Ludwig, was walking on a track in Edgehill Memorial Gardens Park on Tuesday afternoon when she was shot in the head, according to Metro Nashville Police. The shooting took place around 2:30 p.m., with surveillance video and witness statements leading investigators to arrest 29-year-old Shaquille Taylor as the shooter.

The surveillance footage revealed that Ludwig fell to the ground as Taylor fired shots at a nearby car. Shockingly, Ludwig remained on the ground, critically wounded, for about an hour until a passerby discovered her. She was then rushed to Vanderbilt University Medical Center but tragically succumbed to her injuries overnight.

The arrest of Taylor shed light on his prior criminal history, prompting Nashville District Attorney Glenn Funk to issue a statement on Wednesday. The statement highlighted Taylor's previous charges of assault with a deadly weapon, which occurred earlier in 2021. During that incident, Taylor was accused of shooting at a female driver while her two children were present in the backseat. Surprisingly, the charges were dismissed after three doctors testified that Taylor was intellectually disabled and unfit to stand trial.

The dismissal of charges due to Taylor's mental incompetence raised concerns about the need for easier involuntary commitment to mental health institutions. As per federal and state law, mentally incompetent defendants cannot be prosecuted. Funk criticized the current standards for involuntary commitment, describing them as "nearly impossible" to meet. He urged Tennessee lawmakers to modify the law, finding a more accurate balance between individual needs and public safety.

Belmont University President Greg Jones expressed his condolences to the community in an email to students. He described Ludwig as a music business major and passionate bass player who regularly supported her fellow musicians during concerts. Additionally, Ludwig was known for her love of running and spending time outdoors.

Meanwhile, details emerged regarding Taylor's arrest and charges related to the shooting. Police confirmed that shots were fired from a public housing unit across the street from the park, with Taylor allegedly targeting a moving car. He admitted to firing the shots during an interview with detectives and claimed to have given the gun to another individual. Taylor is now facing charges of aggravated assault and evidence tampering, with a bond set at $260,000. He also has an additional charge for failure to appear in court related to a September carjacking.
