Suspect who fatally shot 2 officers, 1 first responder was not permitted to own firearm

The tragic incident that unfolded in Burnsville, Minnesota, over the weekend has left the community in shock and mourning. Shannon Cortez Gooden, a 38-year-old man who fatally shot two police officers and a first responder during a standoff, was identified as the shooter by the Hennepin County Medical Examiner. Gooden, who was armed with several guns and a large amount of ammunition, barricaded himself inside a home with seven children between the ages of 2 and 15.

The officers, Paul Elmstrand and Matthew Ruge, along with emergency medical technician Adam Finseth, were responding to a domestic violence call when they were shot and killed by Gooden. Another officer, Adam Medlicott, was injured but is expected to survive. The standoff lasted several hours, with Gooden firing at officers from different areas of the home while negotiations were ongoing.

Court records revealed that Gooden was prohibited from owning firearms after a second-degree assault conviction in 2008. Despite efforts to have his gun rights restored in 2020, the petition was denied by a judge. Gooden's attorney at the time, Mathew K. Higbee, argued that his client had shown evidence of rehabilitation and was not a danger to society.

Higbee expressed shock and disbelief at the tragic turn of events, stating that he, like many others, did not believe Gooden was capable of such violence. He emphasized that the system worked in denying the petition to restore Gooden's gun rights, and he expressed condolences to the families of the first responders and Gooden's loved ones.

The incident has prompted an investigation by the Minnesota Department of Public Safety Bureau of Criminal Apprehension. The community is left grappling with the aftermath of the violence, as questions arise about how such a tragedy could have occurred. The impact of the event on the children present in the home, as well as on the families of the victims and the shooter, is immeasurable.
