Biden nominates first woman to lead Navy

President Joe Biden has chosen Admiral Lisa Franchetti to lead the Navy, a decision that would make her the first woman to command the Navy and become a member of the Joint Chiefs of Staff. This nomination comes as a surprise, as it goes against the recommendation of Defense Secretary Lloyd Austin, who had recommended Admiral Samuel Paparo for the position. However, Franchetti, currently serving as vice chief of operations for the Navy, was considered the top choice by insiders due to her broad command and executive experience.

In a statement, President Biden highlighted the historical significance of Franchetti's selection and praised her extensive expertise in both the operational and policy arenas. Franchetti has a decorated career, commanding at all levels and serving in various high-level positions. She has commanded two aircraft carrier strike groups in the Pacific and has held roles such as commander of U.S. Naval Forces Korea, deputy chief of naval operations for warfighting development, and director for strategy, plans, and policy of the Joint Staff.

While Biden's decision deviates from the recommendation of his defense secretary, Austin expressed support for Franchetti's nomination, commending her as an inspirational figure. This move also aligns with Biden's commitment to diversity and inclusivity within the military. Franchetti's nomination would join the ranks of historic military appointments made by the Biden administration, including the first Black secretary of defense and the first female Army secretary.

However, Franchetti's confirmation may face delays due to Republican Senator Tommy Tuberville's protest against a Defense Department policy that pays for travel when a service member or their dependents leave the state for reproductive care. Tuberville's actions have been criticized by President Biden, who argued that they jeopardize military readiness and the nation's security.

If confirmed, Franchetti will assume the role of acting Navy chief next month, following the retirement of Admiral Michael Gilday, the current top naval officer. This nomination marks a significant milestone for women in the military, as Franchetti would be the first woman to hold the position of Chief of Naval Operations and a member of the Joint Chiefs of Staff within the Department of Defense.
