The report also detailed numerous instances of financial misconduct, including fictitious loans, undisclosed expenditures, and unaccounted-for funds. It highlighted how Santos had moved large sums of money between different accounts and entities, with some payments being described as being for Botox treatments. The investigators concluded that Santos had blatantly stolen from his campaign, citing instances of extravagant travel and spa expenses.

While the report did not substantiate accusations of sexual harassment against Santos, it revealed a pattern of deceit and misconduct throughout his congressional campaigns. The findings prompted several Democrats and Republicans who had previously supported Santos to reconsider their stance and express support for his removal from office.

Santos, who is already facing a 23-count federal indictment related to allegations of theft and falsified campaign filings, has pleaded not guilty and resisted calls for his resignation. However, in response to the Ethics Committee report, he announced that he would not seek re-election in 2024. He criticized the committee's findings, calling them biased and lacking ethics.

The release of the report has reignited efforts to remove Santos from Congress. Representative Michael Guest, the chairman of the Ethics Committee, announced that he would introduce a motion for Santos's expulsion as soon as Friday. House Speaker Mike Johnson has reviewed the report but has not taken a position on Santos's future.

The Ethics Committee described its investigation into Santos as a priority, involving extensive resources and the examination of numerous witnesses and documents. The committee's findings, coupled with the ongoing federal prosecution against Santos, have significantly weakened his re-election prospects. State and county party officials have already withdrawn their support for his candidacy, and potential challengers, like Democrat Thomas R. Suozzi, have announced their intention to run for his seat.

As the controversy surrounding Santos continues to unfold, the House Ethics Committee's report stands as a damning indictment of his alleged misconduct.
