N.Y. Governor Hochul Approves Slavery Reparations Commission

In a significant move, New York Governor Kathy Hochul signed racial justice legislation on Tuesday to establish a commission responsible for exploring the possibility of reparations for slavery. She emphasized the need to rectify historical wrongs, including New York's role in the slave trade and segregation.

While the establishment of the commission is a significant step, the details regarding its facilitation and funding remain unclear. The commission's nine members, who must be chosen within 90 days by the governor and Democratic leaders in the state legislature, will not receive payment but will be reimbursed for expenses. Governor Hochul's office has not provided specifics on funding, stating that the process of compiling a report will be the responsibility of the commissioners. The commission is expected to convene within six months of the members' nomination and has one year to deliver its recommendations.

The legislation to create the commission was passed along party lines in both chambers of the state legislature earlier this year. Advocates for reparations argue that this commission is a crucial step in addressing the ongoing impacts and lingering effects of slavery and segregation in New York. They highlight the historical significance of the state, with enslaved Africans making up 20% of the population before the Revolutionary War, second only to Charleston, South Carolina.

Governor Hochul acknowledges the controversy surrounding the issue of reparations but believes that it is essential to have a conversation and reasoned debate about shaping the future. She clarifies that reparations are not meant to undo the past but rather to go beyond a mere apology. Hochul views the establishment of the commission as a democratic opportunity to envision a more equitable and just society.

As the commission begins its work, the eyes of the nation will be on New York, observing the outcomes of this ambitious undertaking to address historical injustices and strive for racial justice.
