US House Removes McCarthy as Speaker of House

05:55 04.10.2023

In a historic move, the U.S. House of Representatives voted on Tuesday to remove Speaker Kevin McCarthy from his position. The surprising challenge came from within McCarthy's own party, as Republican Representative Matt Gaetz filed a motion to force a vote on removing McCarthy due to his failure to pass a government funding bill with conservative spending priorities.

The motion to remove McCarthy was met with mixed reactions among Republicans. Representative Tom Cole warned his fellow Republicans of the potential chaos that could ensue if they vacate the speakership, urging them to think long and hard before making such a decision. However, Gaetz argued that voting against McCarthy was not chaos, but rather a response to the mounting debt and the failure to pass single-subject spending bills.

Some Republicans expressed further frustrations with McCarthy's leadership, particularly regarding a deal he made with President Joe Biden earlier this year to cap spending levels in exchange for raising the debt ceiling. Representative Bob Good criticized McCarthy for not utilizing the debt ceiling to leverage spending cuts and reforms, instead negotiating an unlimited increase to the debt ceiling.

Before this incident, no speaker of the House had ever been removed from their post. McCarthy himself acknowledged the number of times people had wanted to remove him, stating that he would have been gone a long time ago if he counted them all. He also expressed his belief in the institution of the House and cautioned against the consequences of removing a speaker who had the support of 99% of his conference and had kept the government open and paid the troops.

The vote to remove McCarthy required a simple majority in the 435-member House of Representatives. With Republicans controlling the chamber with a 221-212 majority over Democrats, the challenge faced by McCarthy was significant. This challenge came just days after McCarthy relied on votes from Democrats to pass a short-term funding measure and avoid a government shutdown.

The ousting of McCarthy as speaker has left the House of Representatives in a state of paralysis, with no clear leader to guide the chamber through important spending bills. This includes bills related to foreign military financing, international humanitarian aid, and efforts to counter China's influence. The lack of a functioning House and the ongoing search for a new speaker has put these crucial spending bills in limbo.

Moving forward, Democrats and Republicans will need to discuss and identify a candidate who can garner enough support to lead the narrowly divided chamber. However, recent history suggests that selecting a new speaker may not be a quick process. McCarthy himself needed 15 rounds of voting in January to secure the post, making several concessions to conservative holdouts in his party along the way.

While McCarthy is eligible to seek the role again, he announced on the same night of his removal that he would not seek reelection to the speakership. The focus now shifts to finding a leader who can not only unite their own party but also eventually reach agreements with the Democrat-led Senate in order to enact the much-needed spending bills.

The current situation in Congress raises concerns about the ability of lawmakers to meet the deadline for approving spending bills and avoid a government shutdown. With a ticking clock and a divided House, the urgency to find a new speaker and reach bipartisan agreements grows stronger. The outcome of this process will have significant implications for the functioning of Congress and its ability to address key issues affecting the nation.
