Philadelphia Police have announced the arrest of a male suspect who allegedly smashed a car windshield and assaulted a woman in the Center City neighborhood. The incident, which occurred on Sunday night, was caught on video and sparked outrage among residents.

The incident took place at around 9 p.m. in the 1400 block of South Penn Square when a group of ATV and dirt bike riders gathered near City Hall. During a red light, an altercation broke out between the driver of an ATV and the driver of a red sedan. As the argument escalated, the suspect, who was stopped directly behind the ATV, dismounted his motorcycle and jumped onto the back of the woman's car. He proceeded to kick in the back windshield, terrifying the woman and the two children inside the vehicle.

When the victim confronted the suspect, he picked up a handgun that had fallen from his waist and pointed it at her, according to the police. The suspect then walked back to his motorcycle, assaulting the victim by headbutting and shoving her. Thankfully, the passenger and children in the car were unharmed during the altercation.

The victim, identified as Nikki Bullock, spoke to FOX29 Philadelphia about the incident and shared her terrifying experience. Bullock, who was delivering orders for Uber Eats at the time, explained that the suspect sideswiped her vehicle before engaging in a heated argument. She recounted the moment when the suspect jumped on the back of her car and shattered the windshield. Bullock expressed her gratitude for the public's support, with many offering to help pay for a new windshield and auto glass replacement companies offering their services.

Philadelphia Police Deputy Commissioner Frank Vanore credited the arrest to the public's assistance and the outstanding detective work done by the department. He assured the community that more information about the suspect and the arrest will be released soon. The suspect, who is still on the loose, is wanted for charges of vandalism and aggravated assault. The department has released photos of the suspect, highlighting a distinctive tattoo on his right forearm and a gold decal on his helmet in hopes of identifying him.

The incident has raised concerns about the safety of residents in the Center City neighborhood. Video footage captured the suspect as part of a large group of people riding motorcycles and ATVs. The police are urging anyone with information related to the incident to come forward and assist in their investigation.

The shocking video and Bullock's account of the incident shed light on the dangerous encounter that occurred on Sunday night. As the community waits for more updates on the suspect and the arrest, they remain vigilant in ensuring the safety of their neighborhood.
