Georgia State Troopers Not Charged in Fatal Shooting at 'Cop City' Protest

Six Georgia state troopers will not be facing charges in the shooting death of Manuel Paez Teran, an activist who fired at officers at the construction site of a controversial Atlanta police training center. The decision was announced by Mountain Judicial Circuit District Attorney George Christian on Friday, following a review of the Georgia Bureau of Investigation file on the incident.

According to a 31-page summary report released by a special Georgia prosecutor, Teran, a 26-year-old Atlanta resident, was shot and killed by officers after he fired a gun from his tent at the planned training center. Prior to the shooting, police had ordered Teran to leave the property. He fired four shots, hitting and seriously wounding one trooper, before other officers returned fire, ultimately resulting in his death.

However, Teran's friends and family have disputed this account. Brian Spears, an attorney representing Teran's family, expressed disappointment with the decision and urged officials to release the full report, supporting documents, and any existing video footage of the incident. Spears previously claimed that an autopsy commissioned by the family revealed that Teran had his hands raised when he was shot and that he was hit 57 times.

The shooting has further fueled the ongoing controversy surrounding the construction of the Atlanta Public Safety Training Center. The 85-acre wooded site, often referred to as Cop City by protesters, has been a focal point for demonstrations for the past two years. Activists have been occupying the property in opposition to the $90 million facility.

The use of deadly force by the state troopers involved in the shooting has been deemed "objectively reasonable" by the Georgia Bureau of Investigation, which conducted the probe alongside the special prosecutor. The announcement of no charges being filed against the troopers marks the latest development in the long-standing dispute over the construction site.

The report also revealed that the wounded trooper had a bullet removed from tissue near his spine, highlighting the gravity of the situation and the potential danger faced by the officers involved.

As the case continues to draw attention and criticism, Teran's family and their attorney are calling for transparency and the release of all relevant information related to the shooting. The outcome of this incident and the ongoing protests surrounding the construction of the training center highlight the deep divisions and concerns within the community regarding law enforcement practices and the use of force.
