Massachusetts officials have announced plans to utilize a state transportation building in Boston as a temporary shelter for homeless families. This decision comes as the state's emergency homeless shelter system has reached its capacity of 7,500 families. The office building has enough space to accommodate up to 25 families with cots and limited amenities, and will only be used during the evening and overnight hours.

The state's Emergency Assistance Director General, Scott Rice, stated that the purpose of this temporary shelter is to ensure that eligible families have a safe place to sleep at night when there are no immediate shelter units available. Families must be assessed at a state intake site and deemed eligible for emergency assistance in order to access this shelter. It is expected to operate for approximately two weeks until an additional safety net shelter program is established.

The transportation building houses offices for the Massachusetts Department of Transportation and the Massachusetts Bay Transportation Authority, among other transportation agencies. The decision to repurpose this space reflects the urgent need for shelter as the state's waiting list for emergency shelter currently has 92 families.

The announcement of this temporary shelter comes after state lawmakers concluded their formal session without reaching a consensus on a $2.8 billion spending bill aimed at addressing the overwhelming demand for shelters. Both the House and Senate bills allocated $250 million for the shelter system, but differences between the two versions prevented an agreement. Democratic House Speaker Ronald Mariano emphasized the need for funding specifically designated for overflow shelters and pledged to advocate for the administration to identify additional shelter sites.

Massachusetts is not the only state grappling with an increased demand for shelter. New York City Mayor Eric Adams recently announced a 60-day limit on shelter stays for migrant families with children, while Chicago's mayor plans to implement a similar cap. Denver even purchased transportation tickets for migrants to relocate to Boston in October. In Massachusetts, homeless families have sought shelter in churches, hospital waiting rooms, and airport lounges due to the lack of available space in the emergency shelter system. Advocates assisting these families have expressed frustration as they struggle to find safe accommodations.

The surge in demand for shelter can be attributed, in part, to migrant families entering the state. Approximately half of the current shelter caseload consists of new arrivals to Massachusetts, according to Governor Maura Healey's administration.

Although lawmakers will not convene for votes until the new year, there is still hope that a deal can be reached during informal sessions. However, the rules governing informal sessions make it easier for bills to be derailed, causing uncertainty for the future of funding to address the state's homeless crisis.
