Black man mauled by Ohio police dog despite surrendering

In a shocking incident in Ohio, a Black man was mauled by a police dog during a traffic stop on July 4th. The incident occurred after a "lengthy pursuit" by law enforcement authorities. The Ohio State Highway Patrol (OSHP) attempted to stop the man, identified as 23-year-old Jadarrius Rose, who was driving a semi-tractor trailer. The reason for the initial stop was that the vehicle was missing a left rear mud flap, according to an incident report.

Rose failed to stop for the inspector and troopers, leading to a pursuit. Stop sticks were deployed twice before Rose's vehicle finally came to a stop. After several orders to exit the vehicle, Rose eventually complied and exited from the driver's side door. However, he did not immediately get on the ground as instructed by the officers.

At this point, Rose can be seen on body camera footage released by the OSHP standing in front of troopers with his hands raised in the air. An officer from the Circleville Police Department, identified as "R. Speakman," who had a K9 with him, can be heard telling Rose to get on the ground or else he would be bitten. Simultaneously, a trooper from the OSHP is telling Rose to come towards him.

Despite a trooper repeatedly yelling not to release the dog because Rose had his hands up, Speakman proceeded to release the K9. The video shows the dog running towards Rose, who dropped to his knees as the dog latched onto his arm. Rose can be heard screaming in pain, repeatedly yelling for the officers to get the dog off him. Another officer on the scene can be heard shouting, "Get the dog off of him!" Eventually, the dog was pulled away, and Rose was handcuffed. It is not clear if the officer responsible for releasing the dog will face disciplinary action.

Following the incident, Rose was immediately provided with first aid, and emergency medical services were called. He was later taken to a local hospital due to the severity of his injuries. Rose was then taken into custody and spent three days in jail before being released.

The incident has sparked a joint investigation by U.S., state, and local police in Ohio. The Ohio State Highway Patrol clarified that the K9 involved in the incident belonged to the Circleville Police Department and not the state patrol. The investigation aims to determine the circumstances leading up to the release of the dog and if any protocols or procedures were violated.

Circleville Mayor McIlroy expressed his concern over the incident and the lack of immediate action taken against Speakman. He stated that he could not answer why the officer was not placed on leave immediately after the incident. McIlroy emphasized that the city of Circleville does not have any racial problems and called it an inclusive community.

The use of force review board at the Circleville Police Department is currently reviewing the incident, and their findings will be released next week. This is not the first time Speakman's conduct has come under review, as the officer was previously investigated in connection with another incident within the past two years.

The incident has raised questions about communication and coordination between different law enforcement agencies involved in the pursuit. Experts, such as Brian Higgins from the John Jay College of Criminal Justice, highlighted the need for agreement on the use of force practices among agencies to avoid such incidents.

Both the Ohio State Highway Patrol and the Circleville Police Department have assured that a thorough investigation is underway to determine the circumstances surrounding the incident. The Circleville police did not provide any information regarding the officer's current status or whether he has been placed on leave.
