Black man mauled by Ohio police dog despite surrendering

In a shocking incident that has sparked outrage, a 23-year-old Black man named Jadarrius Rose was viciously attacked by a police dog during a traffic stop in Ohio on July 4th. The incident unfolded after a "lengthy pursuit" by law enforcement authorities, with the Ohio State Highway Patrol (OSHP) attempting to stop Rose, who was driving a semi-tractor trailer.

The initial reason for the stop was that Rose's vehicle was missing a left rear mud flap, according to an incident report. However, Rose failed to comply with the inspector and troopers, leading to a pursuit. Stop sticks were deployed twice before Rose's vehicle finally came to a stop.

After several orders to exit the vehicle, Rose eventually complied and stepped out from the driver's side door. However, instead of immediately lying on the ground as instructed by the officers, Rose stood in front of them with his hands raised in the air, as captured by body camera footage released by the OSHP.

It was at this point that an officer from the Circleville Police Department, identified as "R. Speakman," arrived at the scene with a K9. In the video, Speakman can be heard demanding that Rose get on the ground or face being bitten by the dog. Simultaneously, a trooper from the OSHP is heard telling Rose to come towards him. Despite the trooper's repeated pleas not to release the dog as Rose had his hands up, Speakman disregarded the warning and unleashed the K9.

The horrifying video shows the dog aggressively running towards Rose, who dropped to his knees as the dog latched onto his arm. Rose can be heard screaming in agony, desperately pleading with the officers to get the dog off him. Another officer on the scene is also heard shouting for the dog to be removed.

Eventually, the dog was pulled away, and Rose was handcuffed. He was provided with immediate first aid, and emergency medical services were called to the scene. Due to the severity of his injuries, Rose was then transported to a local hospital. However, instead of being treated and released, he was taken into custody and spent three days in jail before being released.

The incident has raised serious concerns, leading to a joint investigation by U.S., state, and local police in Ohio. The Ohio State Highway Patrol clarified that the K9 involved in the incident belonged to the Circleville Police Department, not the state patrol. The investigation aims to determine the circumstances surrounding the release of the dog and whether any protocols or procedures were violated.

Circleville Mayor McIlroy expressed his deep concern over the incident and the lack of immediate action taken against Officer Speakman. He admitted he could not explain why the officer was not placed on leave immediately after the incident. McIlroy emphasized that the city of Circleville prides itself on being an inclusive community and stated that they do not have any racial problems.

Meanwhile, the use of force review board at the Circleville Police Department is currently examining the incident, with their findings expected to be released next week. This is not the first time Speakman's conduct has come under review, as the officer was previously investigated in connection with another incident within the past two years.

The incident has also highlighted the need for improved communication and coordination between different law enforcement agencies involved in pursuits. Experts, including Brian Higgins from the John Jay College of Criminal Justice, have stressed the importance of establishing agreements on the use of force practices among agencies to prevent such incidents from occurring.

Both the Ohio State Highway Patrol and the Circleville Police Department have assured the public that a thorough investigation is underway to determine the circumstances surrounding the incident. However, the Circleville police have not provided any information regarding Officer Speakman's current status or whether he has been placed on leave.
