Biden establishes federal office led by Harris to tackle gun violence

19:24 21.09.2023

In a significant move to address the rising gun violence crisis in the United States, President Joe Biden has announced the establishment of the nation's first federal Office of Gun Violence Prevention. This office, which will be overseen by Vice President Kamala Harris, aims to prevent mass shootings and homicides that disproportionately affect Black and Latino communities.

The White House, in a statement released on Thursday, outlined the key personnel who will lead the office's efforts. Stefanie Feldman, a long-time Biden gun policy adviser and currently the White House Staff Secretary, will serve as the director. Joining her are Greg Jackson and Rob Wilcox, who have been at the forefront of national prevention efforts through the Community Justice Action Fund and Everytown for Gun Safety, respectively. Jackson and Wilcox will serve as deputy directors, bringing their expertise and experience to the office's mission.

This move by the Biden administration is a continuation of its ongoing efforts to combat gun violence, particularly in lower-income Black and Latino communities. By establishing the Office of Gun Violence Prevention, the administration aims to implement existing gun safety laws and collaborate with states to address this pressing issue.

President Biden expressed his commitment to taking action on gun violence, urging Congress to pass measures such as universal background checks and bans on assault weapons and high-capacity magazines. However, in the absence of congressional support, the administration is determined to use every means at its disposal to combat the epidemic of gun violence that is tearing families, communities, and the country apart.

Gun control advocacy groups have long pushed for executive action on gun violence, and they view the establishment of this office as a significant win. Leading gun violence protection groups, including the Community Justice Action Fund and Everytown for Gun Safety, are reportedly involved in the efforts of the new office. Their involvement demonstrates the administration's acknowledgment of the urgency and importance of addressing gun violence.

Since assuming office, President Biden has faced pressure from gun control groups to take decisive action on gun violence without relying solely on Congress. The creation of the federal office aligns with the demands of these groups, who have called for a comprehensive approach to reducing gun deaths and injuries. Their requests include the establishment of a $5 billion fund for community violence intervention programs, enforcement of the ban on foreign-made weapons, stricter regulations on firearm marketing by the Federal Trade Commission, gun safety education campaigns, and a detailed plan to enact the Safer Communities Act passed last year.

The Bipartisan Safer Communities Act, a significant gun control bill signed into law by President Biden, incentivized states to pass red flag laws and expand background checks for young adults aged 18 to 21. Although this law was a step forward, Congress has not shown any indication of further enacting gun control legislation supported by the president.

The establishment of the Office of Gun Violence Prevention allows President Biden to contrast his agenda with the Republican-controlled House of Representatives while also appealing to a key constituency group as he gears up for his 2024 re-election campaign.

The creation of the federal office marks a crucial step towards addressing the pervasive issue of gun violence in the United States. As the Biden administration takes concrete action through this office, it hopes to make significant progress in preventing mass shootings and homicides that disproportionately impact marginalized communities.
