Illinois Senate lifts nuclear power moratorium, approves new reactors

However, environmentalists have criticized the proposal, pointing out that small modular reactors are not yet viable and may take a decade or more to become so.

Sponsoring Senator Sue Rezin, a Republican from Morris, defends the timeliness of the legislation, stating that the federal permitting process alone can take up to eight years. She emphasizes the need to act now to take advantage of the advancements in new nuclear technology. Rezin also adds that her legislation includes a requirement for a report on safety measures and updated guidelines, which will be due in January 2026. This report will contribute to the development of small modular reactors and will be overseen by the Illinois Emergency Management Agency.

Governor J.B. Pritzker has expressed concerns about the proposal in the past, siding with environmentalists and vetoing the initial legislation. However, Rezin has included additional oversight measures to address these concerns, including the involvement of the Illinois Emergency Management Agency. Pritzker's support is crucial for the bill to become law, and the House has until Thursday to approve the proposal and send it to the governor for consideration.

The shift towards carbon-free electricity in Illinois began just over two years ago when Governor Pritzker signed a law mandating the use of only carbon-free electricity by 2045. This law also involved the closure of several coal-fired power plants and significant investments in wind and solar energy. Additionally, a $700 million bailout was provided to sustain two unprofitable nuclear plants in the state, highlighting the importance of nuclear power in the state's energy picture.

Senator Patrick Joyce, a Reddick Democrat, supports the plan, emphasizing the need to adapt to changing technology as the state moves towards a clean energy future. He highlights the importance of finding alternatives to replace the megawatts generated by retiring energy sources.

The approval of lifting the nuclear power moratorium in Illinois has sparked both support and criticism. While proponents argue that it will help the state meet its clean energy goals and take advantage of technological advancements, opponents raise concerns about the viability of small modular reactors and the potential environmental risks associated with nuclear energy. The decision now rests in the hands of the House, which has until Thursday to make a final decision on the proposal.
