Mayor Takes Action: Officers Fired Over Fatal Shooting During Truck Repossession

03:17 08.12.2023

In a shocking turn of events, three police officers in Decatur, Alabama, have been fired and another has been suspended without pay in connection to the fatal shooting of a man outside his home in September. The incident unfolded when a towing company attempted to repossess Stephen Perkins' vehicle, leading to a confrontation between police and Perkins. The Alabama Law Enforcement Agency stated that Perkins allegedly brandished a handgun equipped with a light towards an officer, which prompted the officer to open fire. Perkins was later pronounced dead at a hospital.

Decatur city officials announced the decision to terminate three officers and suspend one after Decatur Police Chief Todd Pinion concluded in a hearing that the officers had violated policy. However, the release did not specify the nature of the violations. Mayor Tab Bowling explained that an exception to the public records law prohibited the release of the officers' names or detailed information about the policy violations. Bowling also mentioned that if the officers choose to appeal the decisions, their names, charges, and additional details would become public during a potential personnel board appeals hearing.

The suspended officer was determined to be involved to a lesser degree based on the reviewed facts of the case. Mayor Bowling emphasized the importance of moving forward and ensuring that this tragedy is not forgotten or ignored. He also mentioned that the Alabama Law Enforcement Agency is conducting a criminal investigation, which is separate from the completed investigation by Decatur police. Pinion expressed his willingness to accept whatever decision results from the ongoing process.

The initial police statement described the incident differently from what was later revealed. According to the initial statement, Perkins had refused to drop his weapon when ordered by the officers, leading to the shooting. However, the police chief later clarified that the officer did not order Perkins to drop the weapon, but rather ordered him to get on the ground before firing. Pinion acknowledged the error and apologized for the inaccurate description of the encounter.

Perkins' family expressed their grief and disbelief over the incident. His brother told CNN that Perkins had always feared being shot and killed by police, given the reality of being a Black man in America. Perkins was described as a family man who loved going to the gym and had a levelheaded demeanor. His family disputed any claim that he owed money on his car, presenting financial receipts as evidence that he was not at risk of repossession.

The firing of the officers and the suspension of another has sparked outrage and calls for justice. Video footage from neighbors' security cameras showed police yelling at Perkins to get on the ground before firing their weapons. A spokesperson for Perkins' family described the incident as an ambush and questioned why there were no visible police cars in the neighborhood. The family has also asserted that the truck payments were up to date, raising doubts about the justification for the repossession.

Mayor Bowling acknowledged the concerns raised by the community and announced a top-to-bottom review of police policies, as well as an assessment of how information is shared with the public. He plans to bring in an outside expert to assist in this effort. The termination of the officers is seen as a step toward accountability, but the investigation by the Alabama Law Enforcement Agency will ultimately determine the legal consequences for the officers involved.
